Ok, let's see this one.
First element: 4
Second : 6 Difference = 2 = 4/2 + 4
Third : 9 Difference = 3 = 6/2 + 6
Fourth : 13.5 Difference = 4.5 = 9/2 + 9
The series works as follows:
n element = (The previous element)/2 + Previous Element
Easy as cake! Good Luck.

6+(2*1.5)=9
9+(3*1.5)=13.5
13.5+(4.5*1.5)=20.25
20.25+(6.75*1.5)=30.375
the next number is the total plus the difference between the two prior numbers in the sequence multiplied by 1.5 gives the next number in the sequence
