Is the cycle of trying to gain muscle for two weeks and then trying to lose fat for two weeks (and repeating this) efficient?

    Not at all, no.  You are not going to gain significant muscle in 2 weeks.

    Not really,  nor does exercise have anything to do with significant fat loss.
