What does reporting a youtube video do?

It informs YouTube that YOU believe the reported video goes against the Terms of Service that YouTube abides by. This MIGHT be a copyright violation; that something YOU feel is racist/sexist/misogynist/offensive, etc. should be 'taken down'.
YouTube will carry out their own investigations to see if YOU are correct. IF you are, the video will be removed from circulation on YouTube. This doesn't, of course, mean that no-one MAY have already downloaded the 'offending' video.

Basically, it allows you to temporarily take down videos and claim revenue from them for copyright infringement even tho the claims could be false, China commonly uses this tactic when a video goes against there agenda.
