Many countries offer social programs or services to help those in need of material support. There is nothing wrong with a Christian’s receiving such assistance provided that he qualifies.
Speaking truth with our neighbor would rule out giving false or misleading information to governmental authorities in order to receive public assistance.
Christians pay taxes as required by worldly governments. (Rom. 13:1, 6, 7) Hence, when the need arises, the Christian who legally qualifies for government aid may properly accept benefits that are made available through such tax-supported relief arrangements, if that is his or her desire.

For even when we were with you, this we commanded you, that if any would not work, neither should he eat.  Now them that are such we command and exhort by our Lord Jesus Christ, that with quietness they work, and eat their own bread.

Read what Jesus said about a group of unemployed men seeking employment in Matthew 20:1-16, far too much to type out here. It will blow your socks off when it came time for those who got work that day to receive their 'handout'! And in the OT the Israelite government had a system for enabling poor people (like widows, orphans, the leprous and disabled) to glean round the edges of harvested fields so they would not go hungry.
Of course, in those instances the people had to be willing to do some work even if they couldn't get it. And in Bible times it was the norm for your family to support you if you were unemployed. There were no State hand-outs as we see today! Further, the Bible bluntly states, "If a man does not want to work, neither should he eat" (2 Thessalonians 3:10). But be careful. There is a monumental difference between those who don't WANT to work and those who CANNOT work, or where there is no employment available for them.
