How often and when should you let the angry person or weaker person win? ?

    Depends on the argument, premise, evidence. Don’t argue with the person. Argue with their position.

    Never, because no one learns anything, they will keep making the same mistakes, if not challenged to be better.

    IMHO you should only ever try to "win" when you are playing a game or a sport.  Otherwise conversation is about both people trying to learn something, even if you disagree.  You either both win or you both fail to learn something.  That said if someone uses anger as a debate strategy (either consciously or not) it's time to walk away.  If the other person is "weak", it's better to help them than to step on them.
