What is the country most with a health care system like the United States in terms of its structure?

Experts often cite Switzerland because it has a mandate that people must buy into health insurance programs. The US had this under the ACA but then the mandate was removed so now some people just refuse to buy insurance. US healthcare gets a bad rap and it is too expensive but it's not like there aren't numerous programs for children, the poor and elderly. The so called "donut hole" wherein live people who aren't poor enough to qualify for those programs nor wealthy enough to pay ACA premiums is really the issue. Unfortunately this includes a lot of innovators who leave their garage inventions and startups and have to take corporate jobs just for the health coverage. So in a way this makes us a less creative nation.
