What should a mother do?

What should a mother do? Her 12 year old daughter has several permanent tattoos on her body and does not want them removed. Under the double jeopardy rule the person who did this cannot be prosecuted a second time.

    In your fantasies maybe,  In reality, this did not happen.  No tattoo artist would ever tattoo a child, its illegal.  Tattoo artists make sure that their clients are of age.  Also, you clearly have no idea what double jeopardy means.

    How did a twelve year old get permanent tattoos on her body at that age? How would they even get just one? Reputable tattoo shops wouldn't tattoo a minor without parental consent, let alone a minor that young. Where would the child get the money? Tattoos are expensive. Your hypothetical is dumb and has a lot of holes in it.
