Can The Store Sell to you if you’re short by 5 cents?

What happens if you go to a store and you’re short or under by 5 cents to buy what you need? Can the store still sell to a person if it’s only 5 cents off? Or do you need to have the full amount?

That would be up to the store owner. Typically they can set the price where they wish.

Can they?  Of course, they can sell products at any price they choose to.

That is totally up to the store owner, but is certain instances it may be covered by state law. One example is liquor. The state I live in prohibits credit, so they need the full amount. Technically, a penny jar at the register would be a violation.

It is up to the seller.  They can choose to sell it for a penny if they wish.
