Why are some people problems and others not problems?

Why is it some deserve sympathy and others don't, when we all suffer from the human condition? Who chooses who is right by society and who isn't?

    I think of it as an economic system - somebody who pays their respect will receive the respect they purchased. Somebody who pays insult will receive the insult they purchased. It’s not wrong to love somebody who does not love you but most people are too proud or insecure to love and respect their enemies.

    who deserves what is very subjective, like what is right and wrong, and is actually a judgement call. and different people judge others differently, based on their own personal experiences.

    also, some people are lazy, and only help when it does not inconvenience them past a certain point.

    Every individual makes their own decisions as to who is a problem, who deserves sympathy, and who is right. 

    Some people base their decisions on their direct observations of the people that they're judging, and some base their decisions on hearsay. Some use primarily what they've been taught by parents or teachers or friends, and their experiences,  comparing the people that they're judging to the ideal archetypes within their minds. Some judge (consciously or subconsciously) as a means of achieving their own self-serving ends, with no sincere effort to discern the actual character of the person being judged, or the actual circumstances with which the person is dealing, and no effort to empathize. 

    When a majority of people, or perhaps when leaders, within a society, give the same answers to the questions you've asked, then we say that it is what society has decided, but all decisions are actually individual choices.
