I"m not certain of the context of the sentence. However, if the individuals are talking about a T.V. set, "turn the damn thing properly", could mean rotate the T.V. where I can see the screen. It could also mean, "rotate the Knob in the right direction to focus the screen properly". To "Turn" a light switch on, is to click the switch in the on position. To "turn it off" is to click the switch in the off position.

it sounds like they were igniting a gas fire.
turning (rotating) a dial used to engage the gas and create a spark.
the spark would not be created unless fully rotated.
