Is it true that someone has to listen before following directions?

the verb in the listening is the intent, someone can decide to listen or not. However, listening is the gatekeeper to following directions that someone can inadvertently fail to follow directions, but tries to listen.

    No.  Instructions can be given in writing or online.  A person can read and follow instructions without listening to anything.

    Not at all.   Many directions are written or are in other formats than auditory.

    But good job offending the deaf.   By your logic none of them could follow directions.
