Yes sure. Just tie it to a fixed vertical structure and pump concrete under it to underpin it.

 The problem then is you have a non-leaning tower of pisa and nobody will want to go there, they loose all their tourism revenue and the area looses tourism which results in a downward spiral, loss of jobs, loss of investment and possibly businesses fail and parts become a ghost town.

I doubt anyone would want that, so sometimes if it ain't broke - don't fix it, especially as your entire town is dependent on it being the way it is.

They did it a few years ago and reinforced the ground under it-----   But it still has a BEND built into it when they tried to correct during construction--so it never would be straight.

That is being done. They are not going to straighten it but stop the further leaning by putting beams under it and expanding the total base under it and around it. It is a large construction project. It draws lots of tourists to the area and is a large part of the economy of Pisa.

Not really.

The tower started leaning while it was under construction, so parts of it lean with a varying angle.

Straitening it up means that some parts that would be made vertical would cause others to lean slightly.

All the efforts over the last decades were to prevent from leaning further; and the tower now has a massive foundation that will not budge anymore.

It would be expensive and might cause structural damage.  You would need to physically jack up the lower side or physically lower the upper side, or a combination of both.  It can be done. Not cheap, and not all that safe for many different reasons.  Also, of course, if you would go through that much cost and effort, you would also very likely need to install structural piers (footings or deep piles for the structure) to prevent recurrence.

There is not much desire to unlean the tourist attraction.  It isn't about to fall in the very near future.

Yeah, but it would be pretty tough. The problem is not the tower, but the foundation underneath.

In theory it is possible but the cost would be very high and then Pisa would lose its major tourist attraction. The plan is to keep the tower stable and still at a tilt.

that's what makes it so popular and interesting. structural engineers keep an eye on the degree of the tilt, so it won't fall over.
