It has to be from someone who actually had covid, not just from someone who got the vaccine.

No, First there are some risks with blood transfusions, secondly, its expensive, and third, those are passive antibodies. they wont last.

It depends on what vaccine.
The Pfizer and Moderna vaccines do not create the T/B cell changes.
The J&J and AZ vaccines do...
Also Pfizer & Moderna already have reduced antibody levels at day 59 after the 2nd vaccine.
So "will" and "can"?
It's possible, but "will" depends on a lot of factors.

Why would someone refuse the vaccine, but then agree to a blood transfusion. That makes no sense.

You mean a blood transfusion? There is evidence to suggest that taking a blood transfusion from somebody that has had a disease or a virus and recovered will help give you immunity also
