Should a person be able to solve a crossword puzzle without ever having attempted one before if he has sufficient English skills?

That depends. If you google crossword puzzles, you'll find the USA Today ones. They're fairly easy. The NY Times puzzles, on the other hand, use a lot of puns- plays on double meanings that a non-native speaker might not know- and knowledge, often of actors and politicians from a long time agoe.

doesn't always work that way -- for example: the NY Times puzzle frequently requires familiarity with the upper crust level of culture -- original star of "Cats" might be one of their clues
