Is this discrimination or no?

There is a guy who lived near Minneapolis, MN. He felt he was unable to land great customer service jobs there that he was qualified for by employers there, especially white employers. After moving out of state he found a better job and ended up owning a business and he now refuses to hire customer service managers who only worked in Minnesota, especially white because he feels their experience and decision-making is inferior to other managers, from other states, especially the one he lives in.

    It's clear discrimination but as he's discriminating against a group that has no legal protections he's surely getting away with it.

    Random people entering the job field after he was looking have no connection to what happened to him in the past.  It's his personal failing and he's apparently stuck in it.
