Is this discrimination or no?

There is a guy who lived near Minneapolis, MN.  He felt he was unable to land great customer service jobs there that he was qualified for by employers there, especially white employers.  After moving out of state he found a better job and ended up owning a business and he now refuses to hire customer service managers who only worked in Minnesota, especially white because he feels their experience and decision-making is inferior to other managers, from other states, especially the one he lives in.

    Refusing to hire everyone who only worked in Minnesota might be legal.

    But you said "especially white"; if he's refusing to hire those who are white, because they are white, but is hiring others from the same state who aren't white, that's discrimination, and illegal.

    nope.  he's a businessman looking for managers who reflect his company's values.  normal practice.
