A global average like that is not telling you much. Much of the damage from climate change is the change, at a regional level. Agricultural or natural ecosystems which used to receive reliable rainfall may no longer receive it. That causes problems that aren't neatly and immediately canceled out by a desert 500 miles away suddenly flooding.
Some parts of the planet are indeed drying while others are getting wetter. Climate change is a massive game of chase across political boundaries, with all associated instabilities and cost. See the chart next to the one you posted, from your own source.
There are many peer reviewed papers specific to those regions that confirm the significance of these drying trends, and connect them directly to global warming.
