Heating - Yes. A/C - only in two states: Utah & Arizona.

In most states, landlords are not required to provide air conditioning according to landlord-tenant laws. The majority of jurisdictions consider air conditioning an amenity rather than a requirement of habitable living conditions.

Air conditioning is not a legally required amenity anywhere. Heating is another story. If your rental is in an area where you need heating, then it IS required for habitability, but that depends on the location.

It's ARE, as you are asking about more than one thing.
That would depend on the rules on such matters in each jurisdiction. Few homes need much winter heat in Florida, and few homes in Alaska need any AC.
In general, in places that need heat, it's an obligation, and AC often is an optional extra.

Heat is required to be available in some form. The usage cost of it may or may not be included in the monthly rent.
A/C is required in Arizona but no other states.
