    Marcus Aurelius himself, acting as the government of the Roman Empire, didn't coin the term but rather his physician Galen did. So the word is perhaps not technically a term invented by government.

    The term "narcotic" is believed to have been coined by the Greek physician Galen to refer to agents that numb or deaden, causing loss of feeling or paralysis.
