Is it only Russians that send out their aircraft to monitor foreign vehicles on their territory?

There's a video on Youtube where USS Donald Cook was being surveilled by Russian pilots.

What is the purpose of monitoring foreign vehicles in their territory?

    Foreign vehicles on territory is an act of war, and almost no-one does this. However, flying, or sailing close to the border is done by all sorts of countries; in fact, most do this.  And, most countries react when others do it.  NATO, and the Warsaw Pact have been playing cat, and mouse with each other for a great many years.

    You're all mixed up. The USS Donald Cook is not a vehicle and is NOT in their territory.  It is a ship in international waters.

    US military vessels and aircraft operate near, not within, foreign country borders in accordance with international law. Most countries, including the US itself, send aircraft out to look at foreign units that venture near their territory in order to confirm their identity and ensure the visitor understands they're being watched. Neither the visiting vessel nor the intercepting aircraft were doing anything illegal per se. There is a proper way to intercept the visiting vessel/aircraft and an improper way. Russia and China usually do it properly, but sometimes they don't and that's why it makes the news. China also sometimes intercepts aggressively to push their absurd view that their territorial sea and air space encompass large parts of the east and south china seas, and not just the internationally recognized 12 nautical miles from land.

    The 'foreign vehicles' are NOT on their territory.

    EVERY country with the resources to do so monitors military assets anywhere close to their territory.

    The likes of Russia and China are not worried about "foreign invasion or encroachment" on their territory -- they do it to intimidate and extend their influence over areas that they want .
