Most of small entrepreneurs have lost their basic capitals already. They have to sell their facilities called in economics fixed cost to pay rents, and the workers who have to go. They have lost most of the clients. It is impossible to stand up again like a man. Their banks might also list their names as a nonperforming loans already, and it is impossible to get the new credits. So a cruel world. Some guys might enjoy their icecream, and be ignorant.

    Because those businesses are destroyed.

The economy is a complex thing. It's not something that you can just "resume" a year after forcing everybody to stop doing anything. Human society isn't as simple as a toaster.

The businesses that existed were gone. And people won't be as inclined to invest in businesses as they used to be. Nobody in his right mind would start a business in the U.S.A., after it has been established that the government can shut you down on a whim without paying you fair market value as required by the fifth amendment.
