It is not illegal to move things around that someone else purchased. Taking them would be illegal, but not rearranging.

IF this is the final resting place of one of your immediate family, then sure.... you can arrange things on the head stone and grave site (so long as it is within the rules of the cemetery facility/management).
IF this is the resting place of someone you do not know - even if immediately adjacent to your family's plot, then no. Do not touch what you have no business touching - no matter how it may grate against your sensibilities.
