Sometimes the stores will place limits, so that it allows more people to be able to get one/some.  But, really, it is first come, first served in most instances.  But, if  there are availability issues, then the store should plan for it.  We had issues where I live with sanitizing chemicals, and paper goods.  Also , soft drinks have gone way up in price and they don't even stock much of some kinds now.  I don't really think it is morally wrong.  It might be something to decide, if there are two of you who need it, so maybe you would want to share, BUT, if you are there, it must be more important to you than anyone else, if you are the only one there.
