Is wearing a bandana around one's neck a sign of being a hipster?
They seem kinda pointless, but I saw one on a guy who wore one while wearing one of those little hipster hats, along with a denim jacket that was a foot shorter than the T-shirt underneath it, plus tight skinny jeans. He looked like a complete mess, and I was thinking, "Dude, who does your wardrobe cause this ain't working?"

HIPSTER ( per oxford langues ) is used to infer a person , who FOLLOWS the latest trends and fashion , especially those regarded as being OUTSIDE the cultural mainstream ....... the term could apply ..
. neck bandanas presently may be outside the cultural mainstream the other term for " hipster hats" is a FEDORA once the hat of choice for "Gangsters " in the 1920 and 1950's to a hipster staple item in the 2000's ( per the TrendSpotter )

For a while bandanas were a street gang thing. The color of your bandana signified your gang allegiance. Bandanas go on and out of style in a regular 5 to 7 year cycle. The whole outfit you describe has more of hipster vibe than a gangland look. Some people like to.put weird stuff together in order to look as different as possible - which is ultimately what being a hipster is all about -being different.
