Aren't food like Mongolian Beef and Sweet and Sour Chicken more Chinese than Japanese? Why are they on a Japanese menu and not in Panda Exp?

They are both more American actually. You won't find them in China or Japan, you'll find them in America. Albeit invented by Chinese or otherwise East Asian restaurateurs, but invented in America for an American customer base.

Orange Chicken or General Tso's are basically the same thing as sweet & sour and at Panda Express.  Sweet & Sour Chicken is considered a Chinese menu item but it may be on a Japanese menu because many Asian restaurants in the U.S. will have cuisine from additional Asian regions as well.  For example, a Chinese restaurant near me also has Thai food.

It sounds like an Asian menu rather than a Japanese menu.
