No, Kaiser IS like insurance. They are a membership HMO. Why would they take outside insurance. With Cigna you can go to any number of hospitals and doctors, you dont have to stay within a network like Kaiser.

NO, unless it's an emergency the ambulance takes you to a Kaiser hospital
Why? Because Kaiser is a managed care organization which means they only accept their own coverage.
