What do painters (amateur to professional) do to fix paintings that got badly damaged?

Do they paint over it or what?

I am talking about artists who want to fix the paintings themselves.

    It depends on the damage. There's a show on Netflix called The Repair Shop. They had a painting that had a big rip in it. They first repaired the rip and then used some paint to cover the seams. There are some horrifying examples you can find online of some very bad restorations of famous artworks, but most restorations are very good.
