It is only some Middle East Cultures that follow a Fundamentalist religion that are stuck such as the  Taliban in Afghanistan and Pakistan.  Alongside of those extreme cultures most young people wear jeans and have cell phones and are not restricted as much by their religions but very often it is only the men who benefit most from modern ideas and technology.

Due to most of them living in countries that are economically not that well-developed like the West, many Muslims wanted to go back to the roots, to religion. However, political, economic and social systems based on religion, something that is not proven and only based on belief, is like building a society on sand. Hence, even one tries to mix religion and modern things, one part is always holding you back.

Religion has never hold the answers for all problems and will never have (especially not since quantity of information is increasing and getting more in-depths with ever more questions being asked and those holy books cannot answer all of these questions, especially not technical ones). And you cannot answer technical questions of the 21st century system with opinion from the 7th century.

What works for the 7th century does not work anymore for the 21st century. In the meantime many things have changed, even attitudes, opinions, relationships, states, etc. Only few things remain (superficially the same.

And how can an imam etc or the sharia show what the best economical or political system are? They are laymen. They have usually not studied economics, Furthermore, they are usually narrow-minded, discriminatory and racist since they only give preferential treatment to Muslims.

    It's the circle of civilization.

The mid-East (including Norwich)was positively advanced when the Dark Ages descended upon Europe.

    It could easily happen again.

Because they have Islam, which they think is the answer to everything, and they discourage education, so they know nothing.
