Are people born in Europe, not claiming asylum anywhere, entitled to all UN rights that economic migrants have?

Update:

I am asking on Yahoo UK about Europe, so please no left-wing Yanks

'UN rights' are not legally binding anywhere in the world.  Makes no difference whether the person is a citizen, tourist or illegal migrant.  Presume you are aware that being born in a European country does not necessarily mean you are a citizen?

They have more rights like a right to social housing and an immediate claim on the welfare system.  An economic migrant doesn't have that
