    Why not? 

    Even if you don't plan to ride one. 

    Read it anyway! 

    It will surely give you more knowledge, and as we all know: 

    Knowledge is power!

    Only if you plan to ride motorcycle on the public roads.

    The stuff in there is different and the road test is different.

    If your ever decide you want an M/C endorsement, yes.

       Otherwise, no you don't "have" to, But, being aware of 'sickles and their advantages/shortcomings Might  prevent your having an accident...and, save a biker's life. In CA and AZ, the M/C handbook is a separate  pamphlet.

       EDIT: "Rules of the Road" same for cagers And 'sickles. It's just some survival tactics, handling tips  specifically for riders is in the M/C supplement.   And ,that it's illegal  for anyone to turn in from of any  vehicle (yeah, like a Law is going  to stop anyone...)

    if you are planning on having an MC endorcement on your license yes. Otherwise no.

    Unless you were born knowing all of it, you should read that manual to know all the current rules of the road.
