    UPDATED: a hectare is 10,000 m²

    Assume the area is square, then the sides would be √(4,000hectares * 10,000m²/1hectare) = 6324.555m

    Then scale 6,324.555 m (1 scale meter/20,000 real m) = 0.31622 scale m

    Then use the new scale side length to calculate scale area.

    (0.3162 scale m)² = 0.100 scale m²
