No idea. I'm not even sure what a feelings wheel is. Whatever it is, I don't think it's likely to be an effective treatment for a personality disorder of any kind. As far as I know, there is no effective treatment for BPD. Therapy is effective?? So is a feelings wheel part of that therapy?
