Unlike water, oil does not decrease in volume when it goes from solid to liquid.

If it says 'fluid ounces' on the package that is the way to measure it in all forms. Vegetable oil does, in fact, say 'FL OZ' which is - fluid ounces. IF you are talking about vegetable oil spread, that's a little bit different... vegetable oil spread is measured as 'net weight' and reads as 'NT WT' on labels and is not in fluid ounces. There is a difference between net weight and fluid ounces and there is a difference between vegetable oil and vegetable oil spread but most people ignore it and just use whatever amount the recipe calls for whether it's vegetable oil or vegetable oil spread. If you really wanted to figure out for yourself, you'd need a kitchen scale to find the net weight of the measured out amount of vegetable oil that the recipe calls for and then use that weight to measure out the same amount of vegetable oil spread... but vegetable oil spread is not the same thing anyways so why measure, it's going to be different no matter what.

When replacing vegetable oil with fat or vice versa you'll use the exact same amount
