Microsoft Management Console has stopped working?

Question

After upgrading from Windows 7 to 10, everything works fine except one part - when I open Device Manager, it always crashes with "Microsoft Management Console has stopped working" if my Anker USB 3 hub is plugged in. I confirmed that the USB 3 hub is perfectly fine (and it also worked fine under Windows 7). 

Previously I tried running sfc /scannow, making sure I have all the latest motherboard chipset drivers, and checking to make sure the hub is ok.
