What is more illegal: Using a Fake ID or using a Fake IP Address?

No comparison. Simply possessing a fake ID is illegal. Attempting to mask your IP would only be illegal if you did it to commit some other crime.

It's impossible to fake an IP.  You can hide it behind a VPN, but the address you show is where the data is going back to.  If you hide it, the guy who owns the VPN still knows your ISP one.

There is no such thing as "more illegal" and no law against using a fake IP address.  It's called Virtual Private Network.
