of course this sort of thing isn't legit ... they're, in essence, promising to do your homework for you in exchange for payment.  every Uni considers that to be cheating and it deserves expulsion.

No, of course not. You're assigned those essays as practice to improve your skills in writing. It's not ethical, moral or legal to have someone else write your essay. And your teacher will immediately know that it's not your writing.
