Oceana is rebuilding abundant and biodiverse oceans by winning science-based policies in countries that control one-third of the world's wild fish catch.

They are lobbying for laws in countries with coasts for regulations based on science, and they are winning those fights.

"Winning" is used as an adjective modifying "policies." In other words, the policies "win," that is, succeed. That's what they claim, anyway.

Jibberish.  Jargon.  I presume that they mean that the polices (science based policies, specifically) are "good", as in successful, so they are "winning" policies, policies that win in some sense (they are not failures).  I do not see it as meaning that the group is winning those policies.  They are somehow benefiting by making such policies come into existence or by taking advantage of such policies where they exist.

The word "winning" is used gratuitously, to no real purpose but it makes it sound great.  Everyone likes winning, are you against winning? Well, these folks are somehow associated with winning policies, so they must be great too.

The first definition seems suitable. It's hard to think that a science-based policy could be described by the second definition
