What is the meaning of this circle? ?

I was hiking on a state forest trail in New Fairfield, Connecticut and I stumbled across a weird what appears to be an odd looking ritual gathering. Can anyone decipher the meaning of this?

I'm more interested in the black and white stripes across the land.  What are they?

Compass points.  The rocks in the center indicate it's an altar of some kind.  The compass is drawn in chalk, though, and appears to be set on what might be concrete.  Looks like something an adolescent would construct after some pop-culture witchcraft imagery.
