Do most 16 year olds have a bedtime?

No,

Neither I nor any of my friends at that age ever had a "bedtime" When we got to bed varied from how much homework we had, extracurriculars, part time jobs, etc. There were nights I was able to get to bed at 11, some nights when I stayed up till 1 in the morning to finish homework, assignments, etc. 

You should never, EVER set a bedtime on a high school student!

No, but I don't think that your parents want you up all night long, due to the noise problems.

No, most 16 year olds decide for themselves what time they go to bed.

Usually around 10-12 midnight.

Toddlers that age probably won't .... but if they do it is pretty late I suppose
