Do women put makeup on their boobs?

I work in the casino and I see a lot of cleavage from female cocktail waitresses, dealers, and guests. 

I do not look at their boobs directly but as a casino employee I am trained to be more aware of everything than most people. We have to look out for things like human trafficking, counterfeiting, money laundering, underage drinking, prostitution, cheating, stealing, panhandling, etc. There is a huge list of things we have to look out for that I don’t want to list and we are trained to look for these things.

Since I watch the movements and behaviors of people, I accidentally noticed that some women have veins on their boobs while others don’t. 

Cleavage with veins are natural. After all, boobs are part of the human body. My question is what about the cleavages with flawless skin. Are they push-ups? Are they plastic? Or do they put makeup on them?

Could be a breastplate.  Drag queens wear them on stage, but there are cis women who use them too, especially when they are naturally flat-chested.  Only time I've ever seen make up applied to boobs is in theatre.

not every woman has veins on their boobs, moron. you can probably see their veins because they have pale skin. i think you should pay more attention to the things you're supposed to look out for instead of thinking about why other woman's boobs has veins or not.

Not all women have veins that show through their breasts - I would say most don't. I don't. You can buy body makeup to cover up anything you want to - birthmarks, scars, veins, stretch marks. So some women might use makeup on their breasts, but I don't think it's very common.

In Victorian times pale, translucent skin was considered beautiful so even women without visible veins would draw them on their décolletage with makeup. Now that that's not considered beautiful pale women will often cover up the veins with makeup. For others it's an attempt to hide sun damage, moles or any other perceived flaw. But whether veins are visible on breasts comes down to skin type, not whether or not they have implants.

I've never seen anyone with veins which are visible on their breasts.  I certainly don't.  If someone did have them, they might choose to cover them up, but I'm pretty sure that most women don't have visible veins at all.

not everyone's veins are as close to the surface as everyone else's

i think they caress their breasts with lotion and or cologne so their body and breast can smell good...make up would cause mess over all their clothes.
