No. Everyone is in such massive and huge debts that these 6 to 8 months, $3000 per person does absolutely nothing at all. 

Not only that the hiring and job creation is at an all time low. You can't hire big when virus is everywhere. 

What should be done as a start is to block all credit card companies from charging interest. That's one big debt saving. And make all car sales 0 percent APR for 6 to 7 years.
