That depends on what area in Florida.
It is more expensive to live in the large urban areas, with Miami having the highest cost of living.

Hard to say from just your hourly rate at the rent can change and if you had other debts, that's important, and just because you are hourly that doesn't assume a certain number of hours worked.
My suggestion is to find your average monthly pay and try to make sure the monthly pay minus other debt payments (car loan, credit card, whatever) is at least 3 times the rent; and you should be ok, assuming decent credit and references.

Rent can be no more than 28-33% of your gross monthly income.

That highly depends on how many hours you are working. It also depends on where in Florida. There's a huge difference between Palm Beach and Sanford.
In general, you should be spending no more than 1/3 your pre-tax income on rent. So figure out what rents are in the area you live and work backwards from there.
