I agree with those who mention that MERITOCRACY should be used in hiring and retaining people: not quotas nor reverse discrimination.

FBI agents wear cowboy boots. Bill Dean wore cowboy boots in Vietnam and I suspect he was CIA.

I think it is more important to have meritocracy in these agencies.   Meritocracy is the only way to roll when people's lives are at stake.
