What is the scale of a brick 1:10 when drawing on a A3 page in Technical drawing?

    The scale is 1.10. If you mean how big is a brick? In life it is 215 x 102.5 x 65mm so on your drawing it will be 21.5 x 10.25 x 6.5 mm. In construction we do everything in millimetres to avoid the need for decimal points (notwithstanding bricks are 102.5mm). That way a mud splattered drawing doesn't give you problems on site.
