You apply for it through the proper authorities and don't trust some "consulate" to take your money then hand you a potentially spurious piece of paper.

Did you apply directly to the country's consulate & pick up your passport with the new visa in-person at the consulate? Then you can be sure it is genuine. If you used some "agent" or "consultant," it could very well be fraudulent.

Come on. You don't need a bunch of strangers to tell you that is fake.

Firstly, the date. America does back to front dates. June 18 2015 etc. Not 18 June 2015. Then, look at the numbers...

You would have to be dumber than a box of rocks not to be able to see that this is fake.  Take a look at the numbers.

You wrote out the application and applied directly to the US Government for the visa........ if you purchased from a 'consultant' then you already know it is fake

Very simple . . . if you applied for it at the US Embassy or consulate and were interviewed by a US Consular Officer, it's real. If you went to Bubba at a street corner and handed him cash, it's fake.

Contact Homeland Security, assuming this is a visa to enter the USA from someone fleeing California.  Check his California passport.
