dictionary:
hoop:
a circular band of metal, wood, or similar material, especially one used for binding the staves of barrels or forming part of a framework.
loop
a shape produced by a curve that bends around and crosses itself. "make a loop in the twine"
a structure, series, or process, the end of which is connected to the beginning. "a feedback loop".
difference is that a hoop is a physical object in the form of a circle.
a loop is more abstract, can refer to a process, software, etc, some thing that forms a circle, but not necessarily a physical circle.
a hoop is in the form of a loop... but not all loops are hoops.
