Can a cat survive in a 4 sqm room with limited access to the rest of the house? I have roommates and that is everything I can afford for her?

No, that would be cruel, a cat should have the run of the house, otherwise do not have a cat, or have a cat in your own place, a cat would go mad in one small room!
