Is there a way to make/burn a Video CD that can be played on a Philips CD-i console?

I have a bunch of Video CDs and only 2 of them are playable on it

you would have to create a DVD that is of one of the formats that can be read by that player, you will have to look at the user manual of that player to find out what formats it can read

I could be the disc itself or the way it was "closed" after it was burned.

Some programs ask if the CD will be played in a CD player or video player.
