Because they no longer believe in rule of law or democracy.  To them it is a government of them, not laws.  So the 'swamp' they vowed to drain is actually a necessary, healthy eco system that happens to be inhospitable to their selfish interests, which involve paving over half of it and installing a cesspool in the other half in which they may gleefully wallow.
