If McConnell was serious about preserving the 60-vote filibuster rule he should have approached Chuck Schumer before the Georgia runoff elections when neither party knew who would control the Senate. That's when the agreement should have been reached.

 

Now Democrats control the Senate and McConnell's plan just looks like sore loser weakness.
